3、 the University of Pennsylvania.Anthony Cheng is a PhD candidate and National Science Foundation Graduate Research Fellowship Program Fellow in the Engineering and Public Policy Department at Carnegie Mellon University.Cheng graduated from the Massachusetts Institute of Technology in 2020.His area o

4、f interest revolves around understanding manufacturing and commercialization of clean technologies needed in the energy transition,particularly regarding electric vehicles.Beia Spiller is a fellow and the director for Resources for the Futures(RFFs)Transportation Program.Prior to joining RFF,she was

5、 Lead Senior Economist at Environmental Defense Fund(EDF),where she worked for almost a decade.She was also a Board member for the Association of Environmental and Resource Economists through 2024.Spiller is an energy economist,with experience working on electricity and transportation issues.During
