2、where and when countries adopt localization policies and the types of policies they adopt,as well as the reasons behind them.Employing a mixed-methods approach,the study combines descriptive analysis of Global Trade Alert data(20082024),quantitative indicators of geopolitical change and qualitative
3、evidence from semi-structured expert interviews.It finds that emerging markets and developing economies are leading adopters of localization policies in the EV sector.It also finds the increasing importance of shifting geopolitical dynamics in enabling the adoption of localization policies,which hav
4、e been strongly demanded by actors in the domestic political economy.Rising global tensions and weakening multilateral norms and international institutions together help reduce the risk of legal challenges faced by localization policies and legitimize the use of such measures.This research offers ne
5、w theoretical insights into the international political economy of an important green industrial policy instrument.It also discusses the policy implications,showing how developing countries are gaining expanded policy space to capitalize on geopolitical openings in pursuit of their industrial goals.
