1. **FDI对越南经济转型的核心作用**：越南过去40年通过Doi Moi改革和FDI实现经济转型，GDP稳步增长，贸易占GDP近200%，成为全球制造业出口枢纽。2023年外资企业仅占越南企业总数的3%，却贡献了27%的总收入、34%的工资和29%的正式就业，制造业中占比更高达78%收入和90%就业。 2. **当前FDI模式的局限性**：外资集中于低附加值的组装型制造业，导致整体劳动生产率比本土企业低18%（2023年），研发投入仅占资本支出的1.9%（2020-2024年），远低于OECD的3.7%。60%的依赖本地采购中，21%来自其他外资企业，本土中小企业参与度低。 3. **政策改革方向**：越南需从“数量型”FDI转向“质量型”，重点吸引高技术、数字化和绿色领域投资（如半导体、可再生能源）。建议优化监管框架（如放宽电信、金融外资限制）、从收入型税收激励转向研发和技能培训支出激励，并加强跨部门协调以提升政策一致性。
