1. **服务经济贡献**：2024年服务业占印尼GDP的45%，过去十年贡献超50%的GDP增长，创造2140万个就业岗位（占新增岗位72%），但劳动生产率（8600美元/人）低于全国平均水平（9600美元）。 2. **贸易与投资短板**：服务业出口占全球份额仅0.5%，FDI占比28%（远低于东盟平均73%）；服务贸易限制指数（STRI）居全球高位，相当于55%关税当量，高于商品关税（5.3%）。 3. **政策不对称**：优先制造业获财政激励，服务业（除数据处理外）被排除在《创造就业综合法》激励清单外，外资准入限制（如海运49%股权上限）制约竞争力。 4. **改革潜力**：若将服务限制降至OECD水平，服务业FDI可增21%，GDP长期提升1.4%；放宽数据本地化、降低外资最低资本要求等改革可释放高附加值服务（如ICT、专业服务）潜力。
